Disagree With Your Tax Assessment? e-Rayuan Is Faster.

01Disagree With Your Tax Assessment? e-Rayuan Is Faster.
The notice of assessment lands in your MyTax inbox on a Tuesday afternoon. The figure is higher than you expected. You set it aside, planning to deal with it after quarter end.
Five weeks later, you sit down to object. The window has already closed.
This is one of the most common and most avoidable outcomes we see in practice. HASiL has now made the appeal process fully digital through e-Rayuan Taksiran. That removes friction from filing. It does not remove a single day from the statutory deadline.
If you remember one thing from this article, make it this: the 30 day clock starts when the notice is served, not when you get around to reading it.
02What has changed
Since 1 June 2026, every taxpayer in Malaysia can file a tax assessment appeal (Form Q) and an application for extension of time to appeal (Form N) online, through the e-Rayuan Taksiran service on the MyTax portal.
The rollout was phased. HASiL began piloting the system from September 2025 with selected taxpayers under the Large Taxpayers Branch (CPCB) and the Federal Territory of Kuala Lumpur. Coverage was later widened beyond additional assessments to include estimated, deemed and reduced assessments. Nationwide access followed on 1 June 2026.
For you, this means three practical improvements:
- No more preparing multiple hard copies and walking them to the branch handling your file.
- Application status can be tracked in MyTax.
- The final decision is delivered to your MyTax inbox.
The manual route remains available. However, HASiL has made clear that each notice of assessment allows only one application. You choose either online or manual submission, not both.
03The deadlines that still govern you
The portal is new. The law behind it is not. Your rights and time limits continue to sit in the Income Tax Act 1967 (ITA).
Instrument
Form Q (Section 99(1) ITA)
Appeal against a notice of assessment. Within 30 days after service of the notice of assessment
Form N (Section 100 ITA)
Application for extension of time to appeal
For YA 2020 onwards, within 7 years after the 30 day appeal period expires
Three points deserve emphasis.
First, Form N is not a second appeal. You must show a reasonable ground for missing the 30 day window, such as illness, prolonged medical treatment, or a disaster that damaged your records. Busy season is unlikely to qualify. If the extension is granted, you receive a new date by which Form Q must be filed.
Second, the right of appeal under Section 99 is narrower than many assume. It is aimed at assessments raised by the Director General, for example following a tax audit or investigation. Where you simply disagree with how HASiL applies a Public Ruling or its published practice, Section 99(4) preserves your right to appeal.
Third, an appeal does not suspend payment. The tax assessed remains payable while your appeal is being reviewed. Late payment increases continue to apply. Plan your cash flow on the assumption that you pay first and recover later if you succeed.
HASiL has up to 12 months to review a Form Q. If no settlement is reached, the appeal is forwarded to the Special Commissioners of Income Tax (SCIT).
04What e-Rayuan is not
Here is where many taxpayers will go wrong.
e-Rayuan Taksiran is not a tool to correct your own return. HASiL has stated that tax overcharged because of your own calculation errors, omitted deductible expenses, or incorrect declarations does not fall within a Section 99 appeal.
If the problem started with you, the remedy is an application for relief, not an appeal:
- Section 131 ITA covers relief for an error or mistake in a return you furnished. The application is generally made within five years after the end of the year in which the return was furnished.
- Section 131A ITA covers relief other than error or mistake. This includes an exemption, relief, allowance or deduction that is gazetted, or approved, only after the year of assessment in which you filed. The application is made within five years after the end of the year of gazettement or approval, whichever is later.
These applications still run largely on a manual process. The exception is a limited MyTax online service for certain Section 131 corrections by individual employees filing Form BE.
Choosing the wrong channel is not a technicality. It costs you time you may not have.
05Before you click submit
Because each notice permits only one application, your first submission is effectively your best submission. Treat it that way.
- Confirm the date of service. Diarise day 30 the moment the notice arrives. Build in buffer for internal review.
- Have the basics ready. Year of assessment, notice of assessment number, date the notice was served, and the specific grounds of appeal.
- Write grounds that are specific and fact based. "We disagree with the assessment" is not a ground. Identify the adjustment, the reason it is wrong, and the facts or provisions that support your position.
- Attach supporting documents. They are not mandatory on the portal, but HASiL recommends them. An appeal without evidence starts from a weaker position.
- Confirm you are in the right channel. Assessment raised by HASiL: Form Q. Your own filing error: Section 131. Later approved incentive: Section 131A.
- Ring fence the cash. Pay the assessed tax by the due date unless you have a separate arrangement in place.
The system is now faster. Make sure your process is too.

e-Rayuan Taksiran is a welcome step. It removes paper, gives you visibility, and brings Malaysia's dispute process in line with the rest of MyTax.
But digital convenience can create a false sense of time. A form that takes ten minutes to submit still needs days to prepare well. The quality of your grounds, not the speed of your upload, decides the outcome.
For SME owners and finance teams, we see three disciplines that matter most:
- Someone owns the MyTax inbox, and every notice is logged on the day it arrives.
- Every assessment is reviewed against the computation and the working papers within the first week.
- The decision between appeal, relief application, or acceptance is made deliberately, with advice, before day 20.
