(Tax Update) Malaysia Stamp Duty Overhaul : Self-Assessment and Higher Penalties Part 7

STAMP Your Agreements Online with LHDN’s STAMPS

Dear Clients,

Step 1 : Register for STAMPS (if not yet registered)

1. Go to: https://stamps.hasil.gov.my

2. UNDER PENYETEMAN DOCUMEN SECARA DALAM TALIAN - Click "Daftar ID – Pendaftaran ID Pengguna" (User ID Application).

3. Choose the appropriate user type:

o Individu (for personal use), or

o Pengguna Syarikat (if you’re a law firm, company, or tax agent).

4. Fill in the "Daftar Pengguna Baharu" (New User Registration) form. Prepare the necessary documents depend on the category of your registration of user.

5. If you are applying under the Company, you are required to upload the required documents under "Lampiran" (Attachments), such as:

o SSM certificate

o Authorised user Identity card (front and back in a page)

o Authorisation letter (for company/agent users)

6. Review your information under the "Pengesahan" (Confirmation) section, then click "Daftar Permohonan" (Submit Application).

7. After submission, you will receive an email notification regarding the status of your application within 3 working days.

Step 2: Log In to STAMPS

  • Go to https://stamps.hasil.gov.my

  • Use your ID and password

  • Choose “Penyeteman” > “Permohonan Penyeteman”
    (Stamping > Stamping Application)

Step 3: Fill In Agreement Details

You will need to complete the following:

  • Jenis Dokumen: e.g. “Loan Agreement,” “Tenancy Agreement,” “Director’s Advance”

  • Tarikh Dokumen: Date of agreement signed

  • Jenis Transaksi: Loan, rental, sales, etc.

  • Jumlah Kontrak/Pinjaman: Amount involved

  • Pihak Terlibat: Name, NRIC/company number, address

  • Lampiran Dokumen: Upload scanned copy (PDF) of the signed agreement

Step 4: System Calculates Duty

  • Based on Schedule 1 of the Stamp Act 1949

  • E.g. Loan agreement: RM5 per RM1,000 (above RM250)

  • Tenancy: Based on monthly rent x term + RM10 admin fee

The system will auto-calculate the stamp duty payable.

Step 5: Make Payment

Choose your payment method:

  • FPX Online Banking

  • Credit Card (via FPX gateway)

  • eWallet (Touch ‘n Go eWallet, depending on availability)

Keep your payment receipt.

Step 6: Print Stamp Certificate

  • After successful payment, LHDN will issue "Sijil Setem" (Stamp Certificate)

  • No need for physical stamp or franking anymore

  • The Sijil Setem is legally valid under the Stamp Act 1949

  • Attach it to your original agreement (printout or softcopy)
